Mr. Tong Lai-chin said that the street

gambling described is a small matter. Ha had not long ago seen

a man attacked in the street. Pepper and powdered glass were

thrown in his eyes and he was robbed. The victim had no time to

report the matter as he wanted to catch the steamer to ranton.

He himself did not report the case as an European Policonan

came on the scene. About 3 weeks ago he saw a great crowd in

Victoria Street. me heard that 3 non had attacked a man with

nives. He heard that 2 detectives had pursued the men.

***. Leung Pui-chi said that a number of bad

characters had come to Hongkong, from China. They wear respect-

-able clothes and are Tion Sze-kuk swindlers. If the Detectives

and the Police were on the qui vive, they would detect them. He

pointed out the recent cases in which persong had been kidnapp-

-ed in China and held to ransom in Hongkong, as indicative

of the lawlessness prevalling. Mr. Lau Chu-pak states that he

Mr. Ho Fook said that the Triad

Society

is very rife now. More so than in Canton. M. Badeley pointed

out that nearly all the lower classes in China were members of

the Triad Society. If all Triads were banished half the popula-

-tion would have to go.

Mr. U Hoi-chau said that thieves had much

increased in number. In the block of houses where he lived

Des Voeux Road West No. 80 out of 10 houses robberies have

occurred in 8. The gang robbery in No. 82 was reported. Most

of the cases had been reported to the Police. He complained that the punishment meted out to criminals in Hongkong was much too lenient. He thought more thieves were harboured in Yauriati than

on the Hongkong side of the harbour. Some kept shops and brothels in Yaumati. They ware in league with robbers in China, He had instructed the District Watchmen to make enquiries. He
